Get closer with JCSA

The Jamaica Civil Service Association (JCSA) is the constitutional body representing public servants across Jamaica. Born out of a post–World War I movement to improve salaries and working conditions, the Association has since evolved into a trusted voice for civil servants and a key partner in national development.

The JCSA continues to invest in the holistic advancement of its members. With a strong legacy of leadership, gender equity, and service, the JCSA stands as a symbol of unity, progress, and professionalism within Jamaica’s public sector.

The story behind how our company was founded

  • JCSA Headquarters and Growth (Late 1950s)

    In the late 1950s we purchased property on 10 Caledonia Avenue as JCSA headquarters. In 1973 fire destroyed the offices. In 1975 a modern office building was opened at the same site, now housing JCSA, the Thrift Society, Housing Ltd., and NEPA. Building has since been refurbished to meet modern standards.

  • Social and Economic Contributions (Mid 1950s)

    In 1939 JCSA founded the Jamaica Civil Service Mutual Thrift Society to help members buy homes, cars, and travel abroad. In 1956 we established the Jamaica Civil Service Housing Company Ltd. to assist members in home ownership. In 1970 we developed Blue Castle Close, a pioneering multi-family housing project. Acquired land off Molynes Road for JACISERA Park, a sports complex.

  • Women’s Advancement in the Civil Service (Early 1950s)

    1950s: First female elected officer, Ena Collymore-Woodstock, later became one of Jamaica’s first female Resident Magistrates. Mid-1950s: First women in administrative roles (Gloria Knight, Carmen Parris, Pat Levy/Lady Golding). Later 1950s: Una Saunders (Mrs. Samms) served as Vice President for 15 years, the only female on the Executive at the time.

  • Advocacy for Workers' Rights (1940)

    Recognized that members needed more than salary increases. Established the Whitley Councils to address grievances. Faced challenges securing good working conditions, especially for women. Up to the 1940s, women were restricted to secretarial roles despite qualifications.

  • Post World War I Origin (1918)

    In 1918, prominent public officers met to address poor salaries and working conditions. A Public Officers Memorial Committee was formed to petition the government. The committee recommended forming an Association, leading to the establishment of the JCSA on May 6, 1919, with government approval. That same year, the committee and the JCSA successfully obtained salary improvements for public officers.
