Our Presidents

Mrs. Techa Clarke-Griffiths was elected on May 26, 2023, as the 17th President of the Jamaica Civil Service Association (JCSA), making history as the first female to hold this esteemed office in the Association’s one hundred and four (104) year existence.

A distinguished public servant with twenty-nine (29) years of experience, Mrs. Clarke-Griffiths is a trained Strategic Planner who has dedicated her career to advancing governance, strengthening institutions, and promoting the welfare of public officers across Jamaica.

In recognition of her outstanding service, she has been conferred with the Order of Distinction (OD).

Academically accomplished, she holds certification in Strategic Planning, a Bachelor’s Degree in Public Sector Management and
Sociology, and a Master’s Degree in Business Administration from the University of East London, with a specialized focus on Industrial Relations Practices in the Public Sector.

Under her stewardship as President, the JCSA has advanced critical initiatives, including the implementation of compensation restructuring, improvements in occupational health and safety standards, advocacy for the elimination of contract employment, and the promotion of mental health awareness among public sector employees. These initiatives reflect her progressive vision and unwavering dedication to improving the conditions, rights, and overall well-being of Jamaica’s civil servants.

Her leadership extends across both the national and regional spheres. She currently serves as the only female Vice President on the Jamaica Confederation of Trade Unions (JCTU) negotiation team and sits on the Boards of the National Housing Trust, Management Institute for National Development (MIND), Jamaica Civil Service Housing Company Limited, and JCSA Limited.
Internationally, she represents the JCSA at both the Public Services International (PSI) and the Caribbean Public Services Association (CPSA), where she has served with distinction since 2019 and currently holds the office of Second Vice President. Notably, under her tenure, the CPSA Secretariat will be hosted in Jamaica, further cementing the JCSA’s prominence and leadership within the region.

Beyond her professional and public service commitments, Mrs. Clarke-Griffiths is a devoted wife to Andre and a proud mother of two sons.
